The city by city data is more relevant to general crime as the middle class that is protesting today lives in the cities. Homicides in cities are difficult to hide and get reported. Other data such as assault/battery etc is fuzzier. You can't compare by the whole country - India. Because some parts of India are war zones where the state and the locals are engaged in violent conflict. -Arun
