Jack, a public bus is not a good place [in the vast majority of cases] for criminals to commit crime such as rape. I did miss that the public in India will just stand by and watch rape be conducted in the street or on a bus in public view. I do not believe it. In some rare instances it might happen, but it would be very rare. Hey, hit and run posting?
