The challenge would be a country like India. Not likely to do too well there with an expensive smartphone but would still like to have your foot in the door for the future.

The place is a mess on just about every metric -- infrastructure, economy, politics, bureaucracy, you name it. Anyway, Apple already sells iPhones there, so the foot is already in the door. To make cheap phones to sell to the average Joe is not worth the effort, IMO.
