Panetta Orders First Concrete Sequester Steps

WASHINGTON-U.S. Defense Secretary Leon Panetta directed the military Thursday to begin taking what he called “prudent” cost-saving measures to mitigate the impact of sequestration, including freezing civilian hiring, delaying certain contract awards and curtailing nonessential facility maintenance.

The order amounted to the first tangible step by the Pentagon to brace for the impeding cuts, which Mr. Panetta, until recently, had hoped to avoid.

“We really have no choice but to prepare for the worst,” Mr. Panetta said at a joint news conference at the Pentagon with Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff. “We simply cannot sit back now.”

Mr. Panetta said the steps he ordered the military services to take should be reversible, in case Congress reaches an agreement to avert the cuts.

Mr. Panetta also called on the services to minimize the impact of the cost-saving measures on military readiness.

Mr. Panetta didn’t say how much the new measures would save.
