It would be interesting to know the lead time it took to permit the plant - not just build it.

Can do Ng based power in about 2 years
Agreed that the plant can be built fairly quickly. It depends mostly on the backlog for the turbine at GE (or whoever). I have been away from that business for a long time, but it used to be a couple of years for the turbine. After that you could probably build and be on-line in well under a year.
