Can I assume that the registration process should be straight forward, not costly, and routine if a background check is passed?
Sure, but all in the context of making enforcement effective.

If a buyer can't account for his registered weapons upon request, he or she should report them lost or stolen. Much like cars.

It wouldn't have stopped the Sandy Hook shooter, who simply killed his mother and took her weapons, but it would go a long way toward getting a grasp on all the guns floating around in this nation.

If this can't be done, then you can kiss the 2nd amendment goodbye. Can't have rights without responsibilities.
