My point, again, is that Android is still fragmented where ever you go.

Sure, but I assumed that your viewpoint might change since Android doesnt just have double the market share of Apple in Brazil (and likely other similar countries) but likely has something north of 10x. Do the numbers really not impact your viewpoint in the slightest?

You seem to contend that Apple has to compete at the low end. If so, does that mean they have to make cheap non-smart phones as well?

I never understand why cheaper automatically equals cheap. There is a huge gap between the low-end and Apple's current offerings. Can Apple move further down market to insure a minimum market share in developing countries? I think they can, and I think that such move might be needed to insure the long-term viability of even high-end iPhones in those markets.

Nothing fragmented about Google Nexus lineup (4, 7, and 10). What other manufacturers do with android is their business but GOOG is setting up a line of devices that are extremely competitive.

Now if they can only fix the glitches in their OS and Chrome browser.

WSJ reported Monday that Mercedes and BMW (something at the auto show) are developing lower-price-point cars.

If it was then BMW and Mercedes would be building cheap cars for the developing markets also.

Well, there are the 1 series of BMW and A and B classes of Mercedes. The latter is also launching a down market version of the CLS called the CLA. Ok, not cheap as in poor quality, but certainly lower-priced models aimed at the top 5% of the less-affluent mass market, delivered with the expected BMW and Mercedes fit and finish. This is something Apple should emulate, IMHO. Actually, I wouldn't be surprised if something like this is in the works for the iPhone. After all, we've already got the iPad Mini.
