What you state is correct. You can purchase foreign stocks in your IRA using Interactive Brokers. It's just a little bit more complicated, because your have to purchase the currency first (with a margin account, you can purchase the foreign stocks right away), because you cannot buy on margin and otherwise your would have a negative foreign currency balance in a nonmarginable account, which is not possible.
So you first need to purchase a desired chunk of foreign currency (2.5$ cost/trade) before you can purchase the foreign stock on the foreign exchange, using the native currency.

IB definitely requires a learning curve, but once you get the hang of it, it is really hard to beat.
