Yes, he regrets taking that position esp after seeing what happened the last time they tried to raise the debt ceiling.
No he doesn't regret it at all. It's all political opportunism.

If he doesn't like the other side using the debt ceiling for their agenda, he should just advocate getting rid of it altogether.

I think what he said was correct but like most of them he didn't stick to it. The tail is now wagging the dog.
He shouldn't nor should you, apologize for his statement.
