Dell historically has had negative working capital, as it has bought 1200m of its shares, according to the 11/1/12 10-Q.

They had $11b cash and $14b A/P at the end of Q3. (About $4b LT investments and more than $9b in debt)

Dell treasury shares on the balance sheet are $32.145 billion for the 1,200 million shares, a $26.78+ average, while the share count dropped only about 900 million.
