A certain amount of market share is necessary if only to maintain mind share so that when people can afford your deluxe model they will go for it. But if your market share is to be so small as to make you invisible, then you're basically out of the game!
Apple's market share and mindshare are currently defining the game. Thus far, there have been no givebacks. Apple has kept every point of marketshare they have gained.

How much of an effort is Apple making in Brazil? Do they have a lot of stores there?

That said (and asked), I've no objection to the concept of an iPhone mini, in lots of bright colors. I can see that being a hit in Brazil. Though, in fact, Brazilians are very independently minded. They probably value the scrappiness of the upstart Google, who only have 75% of the world market.
