It is. If you take that last sentence out of the paragraph it comes from, the paragraph seems like it is missing something. Like its first sentence. He was talking about doubling the size of the Peace Corps in the sentence before he mentions the military. Do you think he is going to arm them? Ok, maybe you aren't making it up but just are mis-informed. You do that a lot. One would think you would learn from those experiences, but you seem unable to. Here us a hint. If the site you are getting info from is a frothing at the mouth conspiracy theory site, that probably isn't a good source of information.
