He is completely looney tunes to say something like that. Did you see the part about "armore piercing bullets". Any high powered rifle round used for hunting or target shooting will pierce an armored vest depending on distance and whether it has a steel plate in it. What Holder is really saying is you will only be allowed to own a .22LR bolt action rifle to make sure that we can continue to carry out Government gun violence unfettered.
