Guns get into criminal hands via several avenues - but rarely directly from a dealer or via any check. Many are stolen, not necessarily by the criminal that finally uses the gun - some are purchased by straw purchasers who knowingly buy someone a gun who could not pass the NICs checks themselves.

Universal checks will not make a difference - do you not understand the phrase straw purchase?

Stolen, straw purchases or borrowed - in all cases the criminal avoids a check.
