That's correct - a universal check does not force those with criminal intent to go through a check. The guns are rarely legally owned by the criminal.

Do you really think those that are committing a murder-suicide give a crap about the law? Harris and Klebold used straw purchasers. Alan Lanza broke into his mother's safe.
