how do you know it was without permission? Adam was 20 and not mentally impaired. Do you think she told him "you mustn't use the guns unless you ask Mummy's permission"?

She was a prepper. Expecting the economy to collapse at any moment. The guns were for protection. Don't you think that she would have included Adam in her plans?

Funny. You don't know what guns might have been used, despite several statements by the police, but you do know what arrangements were made in the family. And Steve "knows" that Adam couldn't legally own a gun, but seems to be unwilling to say why that is the case.

Per 18 Pa.C.S. § 6110.1 (Possession of firearm by minor), the minimum age to possess a firearm is 18 with two exceptions:

The minor is under the supervision of a parent, grandparent, legal guardian, or an adult acting with the expressed consent of the minor's parent or legal guardian and involved in lawful activity.
