RSI-2 of vix:vxv ratio is at bearish levels higher than 2007 crash.
This ratio is bearish on all scales. 30min, daily and weekly.

The bearish ratio suggest that market is very vulnerable to massive selloff to commence anytime. Lately everyone is getting used to wait and trade mode. Basically the bull power is all exhausted and -ve divergence is setting up. This ratio is so low that it is next to impossible for it to go further without change in direction means selloff is imminent.
