In a recent study, the prevalence of psychosis in the global population (or more accurately, those who suffer from at least one symptom of psychosis) was estimated to be 12.5%. 8.4% suffer from "delusions of reference", which could describe 9dads-14kids.

This population would be especially vulnerable to being taken advantage of in scams. A crook who was similarly afflicted, shared their mindset, and spoke their language, could indeed be particularly effective.
