That's what I thought. Officials are notorious for being clueless to unhelpful. The nuclear fallout shelter like in the above link is a luxury apartment for most Kashmiris. That is the middle class aspiration! It was not that I believed it: And you believe someone who wrote this Quoting them does not mean I believe them. But it did show that they do think that an atomic bomb attack is on the cards. They did not mention how to avoid being taken prisoner by Martians, so they apparently consider noocular war a greater threat worthy of public comment. Mqurice
