You are taking something you understand only partly and trying to apply it to something where it doesn't apply. Sure, if the government was relying solely on tax receipts, you might have a point. Might not because the government is not always inefficient. But you might. But that doesn't have to be the case. Being a government with control over your currency is a lot different from a family or even a business. It can do things others cannot. This is a simple fact of reality.
