Apple does buy companies regularly, usually they don't pay too much, probably because they see the potential early.

So in a way they are partly a VC company.

They just don't waste much.

The battle shaping up is between Apple as a Design Co vs Samsung who is vertically integrated and has far more technical depth than Apple.
Well Apple doesn't have a foundry, but it does design the graphics portion of their own ARM chips and has been using Samsung as their foundry - not their chip designer. And now it sounds like Apple will leave Samsung and go to TSMC as their foundry.
