Right. A shootout in a crowded restaurant would have reduced casualties... You can bet it would have. Most people who concealed carry have taken safety courses and shooting lessons. The huge majority of such people would require one well-placed bullet to end the carnage. No rational person would call that a 'shoot out'. LOL. Yeah, we saw how many safety courses gun owners have taken last weekend when at some gun shows several people were wounded by accidental shootings. We have tried it your way for the past 40 years and gun violence has increased incrementally.........now its time to try it another way.

You are dreaming. Remember the guy with the .45 st the Empire State building? They wounded 12 bystanders. Odds are they were far better trained and had a lot more experience with their weapon than most people who conceal carry.
