The only way to rein in THIS government spending is to deprive it over access to spendable money. Not raising the debt limit would be one way. The Sequester will make a small dent.

Even Congress would oppose any of the necessary Constitutional Amendments:
Term Limits
Required sunset for all laws and regulations.
Limit of 5% of actually employed people could work for federal government.
No pay for elected branches unless there were a surplus.
Etc.
