The problem normally is that some gang captures the reins of government and there is not really much mechanism to change one's circumstances. So the Protestants might hire only Protestants for government jobs then levy taxes on the population, who might include a great number of Catholics. If the Catholics are a minority, they don't have a chance of changing the government's employment rules. "I pay the tax, you be the boss" is not a good way to run a country. Tradable Citizenship is a good answer. Then people can sell their share and go somewhere more to their liking.
