I don't know what the legalities are re Cal pensions. But PV of Cal pensions ought to be offset by PV of tax revenues ID'd for pension purposes to see what the net picture looks like. And state budgets and other non-pension taxes should be PV'd too, to see whether everything else is in balance.

Many states have given away too much in the way of pension liabs, and bens will have to be cut. Rhode Island just showed how to do it. Needs an honest discussion, which doesn't seem to have ocurred in Cal yet.

That's not what Rat actually said. He said "unfunded liabilities" is a RW myth. The next time they get economics right will be the first time.
