Public schools are each controlled by their local cities and people. Locally elected school boards hire teachers who hire other teachers. How in the hell do you get more democratic than that? Good lord. There is absolutely nothing democratic about a monopoly. Public education is a monopoly, it has a monopoly to take money from your pocket for a shoddy product it is selling. The monopoly's number one incentive is to maintain the monopoly, and second, is to extract the most money from your pocket, with minimum of competition or accountability. The charade of democracy and local control is just a system to grease palms of people involved in maintaining the unaccountable monopoly.
