Defending the commons is not bludgocratic, kleptocratic or suffocratic.

But it would create lots of office jobs for all those unemployed college graduates! They can start by creating and enforcing some bludgocratic rules against air pollution..
Stopping air pollution is one thing governments should be doing. Beijing air is disgusting. The sun sets 30 degrees up from the horizon on a "clear" blue day due to the smog being impenetrable closer to the horizon. Air is a fundamental part of the commons.

Building decent roads that don't collapse after a few months of use would be a good public works project too. Globalstar and Qualcomm could help with that by providing GPS-based tolling to fund road developments.

There is no shortage of jobs anywhere in the world. There is no need to "create jobs". What does happen is that minimum wage and other laws result in some unemployment because people are not allowed to hire other people to do things without complying with a mess of bureaucracy. What "unemployment" means is that the price people think they are worth and the real price they are worth are two different things.
