As I said before - it's odd the lower barrel has no extended choke like the upper barrel and generally your first shot is made with the lower barrel. The lower barrel is more in line with your shoulder, and will produce less felt recoil, setting up faster for a second shot. Extended chokes are preferred as they can be removed by hand, no tools required - so you can quickly change chokes depending on conditions.

Now he could have a flush choke in the lower barrel - however when they are differing lengths the extended choke gets covered in crud much more that normal and makes cleanup a bit harder. It also looks wrong and speaks more about your finances as chokes can cost $50-100 each. I'm pretty sure the President can afford good equipment - so I'm a bit stumped by the configuration. Unless he was just posing with a shotgun or in fact shooting Trap, not Skeet.
