Maybe but I don't think so. We'll never know since the Democrats in the Senate refuse to even try to create a budget. That is fiscal irresponsibility. One of the most basic obligations they have is to create a budget. They are cowards that refuse to make choices and defend their choices.

The way that it has worked for two hundred years was the House passes a budget, the Senate passes a budget and then they work out a compromise by splitting the difference.
