Mostly at the smaller scale. The larger the project, the more poorly it is run from what I can see.

Five year plans have an association with big "C" Red Communists to many because they had them. The fact that we have negative associations with it is really odd - who doesn't live their life on a five year plan? I do. Most successful people do. One would think that countries would but with 2, 4 and 6 year cycles of election, there is not much motivation to do so. The closest thing is probably a presidential vision. That is maybe 2.5 years.

So there are some government programs that are probably pretty efficient. Fish and game in CA comes to mind. I'm not sure it is more that the government can't manage but that big entities (as you suggest) have trouble whether public or private. But when debt for a country is 80% of what the whole country makes - that is pretty high in historic terms. It is the trend since 1940 I find disturbing.
