The trend is how much above zero the debt stood. This is expressed in percent of GDP. We use to periodically regress to some values between 0 to 20% now we go "back" to 40%. That is a mass trend of area under the curve per unit time. That trend is up, up, up. Yes, sometimes it goes down, but on average we have more debt per dollar of economic activity.
