Well, it's been argued Pepsi is more dangerous than beer, 15000 deaths a year just from drunk drivers is no big deal, Europe's double digit unemployment is better than Bush's 5% unemployment, swapping the colors of racism will end racism.....

Good point.

Going from the best health care system in the world to having more uninsured at higher cost. That is definitely a policy change. And 16-20M more on the government dole.

A policy change is something that a President does within the confines of existing laws. A new law isn't a policy change. This is Govt 101.
