"How do you determine how many great white sharks California needs off its shores?"

I don't know how anybody else does it, but I use the formula # GWS/miles of coastline = 1 GWS/mile.The
the gun rights group Responsible Citizens of California likes #GWS/miles =0. Maybe DFG is planning on splitting the difference.

"won't another one just swim in and take his place?"

From where? These aren't yer ordinary Jaws Great Whites, or Pacific Great Whites... these are California Great Whites.

the petition from the conservation organization Oceana and two other groups was aimed at a subspecies that lives along the California coast.
A study two years ago by UC-Davis, Stanford's Hopkins Marine Station and others estimated the population at around 220, though little else is known about their breeding and migration habits. Other studies have put the number at 350, and state researchers hope to get a better estimate during the review process.
