My brother's win notwithstanding (he can afford to burn money), for the most part it is a tax on the most ignorant and most poor. Very strange behavior, if you ask me, as I am pretty sure there aren't that many wealthy Arkansans who can actually afford to burn money.

The worst are the dollar and two dollar tickets, which return smaller fractions to the players and which, of course, target the poorest.
