who do they get to sue?

I was pretty amazed that Nightline had a segment last night about the Ft. Hood shootings. The lady cop who shot the terrorist (who shouted Allah akbar as he was shooting and killing those 32 people), was made promises by Obama who failed to honor his commitment to her and the other victims. She was wounded as was her partner.

Obama had the attack labeled "workplace violence" thereby denying all those who were shot the medical benefits they deserved and Purple Hearts. Obama promised to take care of all those people and then did everything possible to deny them medical care, benefits, and everything they deserve for serving their country.

A lot of the more severely injured have had to seek civilian medical care because the government is denying their claims since they weren't injured by an "enemy."

Who do they sue?
