That happens frequently. It happens on racial and sexual lines as well. Even after they are weeded out, they can still be a problem as noted in the offense we are discussing. Another problem it causes is the question mark over the heads of others who are perfectly good officers, yet nobody is certain due to hiring practices gone wild. Just look at the crazy president we have. We can't see his school records or failed psyche evals if the do exist. He seems to make all the wrong decisions intentionally.
