It was never shovel ready. That was just a campaign slogan thought up by ome one who knows nothing about projects. We were immediately amused by that blatant spin in the industry...

Too bad politicians today spend so much time on slogans, and so little time on reading legislation.

60% was to tax cuts. Here's where the rest went. Granted, in this chart, "Aid to People Hurt by Bush Recession" is a loaded statement, but even if that were entirely pissed away (which it wasn't), the investments were valid stimulus measures.
