However, 688 did demand that Iraq not engage in any repression of its population, including Kurds in the North and Shiites in the South, and the no-fly zones were the way in which the allies chose to enforce this requirement. Of course you're going to have anti-Americans at the UN complaining. But the reality is that it was the US decision as to how to insure the protection of these populations. There should be no bitching about it. The US was well within its rights (and should have, IMO) to restart the war at numerous points during the decade following the cease fire agreement. Saddam should have been removed after his repeated violations of the agreement; unfortunately, our president at the time lacked the backbone to do it and kicked the can for GWB to deal with.

You aren't hiding behind the fact it wasn't a treaty but the 1991 surrender documents are you? The no fly zones were part of the Iraqi surrender documents they signed. We were stupid enough to allow them to continue to use their helicopters though, in which they slaughtered the Kurds. historyrat.wordpress.com
