The closer you are to the money, the closer it is to get more money. It's a vicious cycle and it does end up screwing over those lower on the totem pole.
Raising the minimum wage does nothing to change any of that. Nor does fixing CEO salary to some multiple of the lowest paid employee.

It is not government's job to redistribute wealth or to tell those closest to the money to do just that.
