You ask:
> How come they don't upgrade when the stock is at a low price
> when small investors could get in and make money?

As you already know because small investors spend peanuts compare to their big shot clients who spend millions on them! Therefore they understandably do whatever is neccessary to benefit their big shot clients! The sad part is who are these small investors who actually listen to these thieves/con-artists?!!

Anyway, you mentioned Merril Lynch upgrading CSCO when it was at its all time high, here is a classic one: Prudential called SUNW the best single investment idea of 1997 only 3 months ago when the stock was trading in the $46 range with a super strong buy rating on the stock! A month later after Sun reported its earnings and missed by a couple of cents the stock went down to the $33-$35 range and Prudential all of a sudden downgraded the stock to a hold when it was trading at $33/shr!! The stock then went to $30 and some change a couple of weeks later. And all of a sudden today when the stock is at $38/shr they upgrade the stock again to a buy with a 12 month target price of $55/shr!!!

Now I have no idea how the analysts at Prudential can show their face in the public because with the behavior they have shown (at least with SUNW) they are either a bunch of idiots and imbeciles or they are the mother of all thieves!! I personally strongly believe in the last one (i.e. a bunch of thieves/con-artists)! I personally, though, am most greatful to them since they gave me a chance to pick up more of SUNW at $31 and some change after their downgrade, but nevertheless they are nothing but a bunch of thieves!

I would like to go on record again and state that today 12/3/97 when all these brokerage houses with all their con-artists downgraded COMS to a hold when the stock is in the $33-$35 range, will be upgrading it to a strong buy a very very few short months from now (possibly by February/March time frame) when the stock will be trading in the $45-$55/shr range!
