This is what some might refer to as quiet accumulation by a pro. A few more large investors have heard the story, and I believe they are favorably disposed.

Considering there are thousands of mutuals funds and institutional investors out there, I tend to lean to reasons # 4 and #6. As you pointed out, there are many, many compelling stories out there, all competing for attention. And even if a particular money manager likes the CCSI story, he may figure "well, there is plenty of time to get involved with that stock, let's wait until we have a clearer picture and the stock starts to move."
