Because they live in poor neighborhoods that don't generate much tax revenue?

Besides, you DO realize there is no evidence that rich schools can deliver better educations, right?

(How do you explain this "poor" state of Arkansas delivering the fifth best education in the country while your "wealthy" states rank near the bottom?)

tejek...the teacher's UNIONS are a BIG part of the problem.

Teachers can be totally incompetent in many places but there isn't anything they can do about it because of their unions.

My Wife IS a teacher so I'm not coming at this with a totally subjective view.

So, I will stop trying to educate you. As far as school funding goes, the state and federal funds are the same. Local funding is determined locally and local voters can vote on increases (bonds). California spends the most and has some of the worst results.

You've shown no evidence to support your contention that this is a wide spread problem among poor community. You've only asked me to explain it for you. Without studying the issue I can't comment on why that would be a problem but it sounds like neglect and vandalism, which probably could be explained by the lack of attention given from the local community, rather than lack of govt. but it is your claim not mine so I am not going to explain it.
