The current ethical allegations against a handful of its rank-and-file have not reached the same fever pitch as in 2006, when the GOP majority was dogged by national scandals involving multiple lawmakers that played a role in delivering control of the House to Democrats that year. However, Democrats believe the emergence of ethics issues may help build their case against Republicans, particularly given the anti-incumbent mood in the electorate with congressional approval ratings at historic lows.
