This means you have to have enough revenue to meet expenses. You can not just cut expenses to balance the budget. Obama has said time and again that he is willing and able to cut expenses but he will also have to raise revenue. You and your friends need a refresher on budgets for dummies. Some knowledge of GAAP would help.
