Oh my gosh! You don't think that was on purpose! You think appearing with Obama was just to help the people along the coast? He's doing this to position himself more to the center to get elected.

The health issue is yes an unknown - as is Hillary's. I think she looks absolutely horrible - but she has been working hard. We'll see, I'd take the bet Hillary doesn't run though. Annnnnd isn't Biden is 5 years older than she is.

Exception for foreign oil that has not been co-mingled with any US oil for needing an export license from US Code of federal regulations::

(vii) Exports of foreign origin crude oil where, based on written documentation satisfactory to BIS (Bureau of Industrial Security), the exporter can demonstrate that the oil is not of U.S. origin and has not been commingled with oil of U.S. origin. See paragraph (h) of this section for the provisions of License Exception SPR permitting exports of certain crude oil from the Strategic Petroleum Reserve.

However, this is complicated based on my readings of the other players involved including the President and his ability to declare what is and is not in the national interest. So that may be a factor.

Also fact that Democratic Chair of the Senate's Energy and resource committee in the past introduced bill to prohibit export of Keystone oil indicates he thinks he has the power to regulate Keystone oil by statute. Wonder if that is in conflict with Presidential powers?

Best, I think, we keep a open mind here on what or what not may be required in terms of export license if Keystone is approved.
