The Domestic Mfg deduction began in 2004 (it's not limited to the energy industry). Clinton gave royalty relief for deep water wells in the GOM. The intangible deductions go back to 1913. Percentage depletion to 1924, though it was taken away from the integrated oil companies (like Exxon, etc) in 1974.
