Woodward didn't get into the entire sale of the Iraq war on the tide of fear and anger after 9/11 that the Bush administration so cynically did, constantly conflating Iraq and Saddam with 9/11, until a good portion of low-information America believed Saddam was INVOLVED. In this way, he participated in legitimatizing it. He could have made a difference, but sold that for access and wrote 2 books supportive of the invasion.
