Your friend is having the signs of Paranoid Schitz... I am not saying or diagnosing her as one but it appears from what you have presented that she is experiencing some of the things I did. She seems to be experiencing delusions of grander (important person gov and everyone else is tracking her) delusions of persecution (being watched, tracked and monitored) delusions of reference (people with cell phones are all video taping her)

Some people with Schitz go years without being treated and they to some degree suffer, I did. Imagine believing that you are being watched and monitored all the time and your mind coming up with all sorts of delusions about why. Imagine being confused about everyday things because your brain is misfiring, imagine being in a nightmare you can not wake up from, unless you are medicated.

When your brain starts to misfire in my case you do not realize it is misfiring and the reality you create seems as real as your own version of real reality. I have read that 40% of Schitz people do not have insight into their illness and it becomes almost impossible to keep them on a treatment plan because of this.

Getting your friend to the doctor maybe a difficult task, as they may believe with all their heart and mind that everything is okay concerning their mental state. That was my case.

I only realized that things were wrong with my mental state once the medication kicked in. After it kicked in the delusions went away so there is hope.

Being stalked is one thing, but believing the government has resources allocated to her to track her, well is slightly over board, irrational thinking.
