Both Lombard and Datek are "partial-fill-friendly". I've used both of them, received partial fills, and only got charged one commission. I even had one time with Lombard where I sold two lots of the same stock at different prices on the same day and only got charged one commission. I think that was an error on their part, but they got no complains from me. ;)

I just got confirmation from Lombard (I hate their slow confirmations on options!) that I picked up some IOMBE (Feb 25) contracts at the low of the day (7 1/4). Looks like a good play to me!
