It is none of the above.

It is a failure of government. You can't blame the individual for taking free shit. You can't blame McDonalds for trying to maximize its profits. You can't blame society for empathizing with those it perceives to be somehow disadvantaged.

It is government's responsibility -- elected officials -- who have to have the backbone to say, "It does not make sense to pay people not to work."

People aren't even allowed to get unemployment if they quit without cause. I'm sure it happens every now and then but it's not prevalent.
